My car was broken into in 1999, and I did not get two officers. I was told that this is a thing and that the best thing for me to do was just let my insurance know. Was not impressed, so I don't think there was any better service back in the day. I think the issue with "defunding" the police is that they are spending it on "paid leave" for officiers under investigation, nobody gets that kind of treatment. And there may be equipment being purchased that may be questionable.
