I haven't checked recently but when I looked during the last campaign I read about fare free transit in Estonia, Luxembourg and closer to home on a few routes in Boston. In Toronto we have in on New Year's Eve - it gets paid by a corporate sponsor, which is another option for funding I didn't mention in the essay. You can search online to find more.
